If they took the money from Wall Streets bailout and instead put it towards a fund to re-finance the mortgage holders who have defaulted or who are in danger of defaulting and set up a subsidiary to do just what you suggested.
I have posted this answer before but I think it could work.Small business loans to help out the little guys who are losing everything. Not because they were greedy and stupid but because some rich prick halfway across the country was. And the rich prick has still got his houses and cars. And is in no danger of losing them either, no matter what happens to the ordinary people.
So why should the tax dollars of the ordinary people go to bail out the rich prick? He'll only lose that money too. The little guy would use it well. It's too hard to come by for him not to appreciate it!!
