At the start of the empire the old emperor claimed to rule the whole of the chritian world and be overlords to all christian kings. Where the english and spanish kings vessels of the empire and did any of there kings ever pay homage to the emperor's. Did then have any imperial rank.
The answer is 'not really' and 'yes, for a while'. The 'Holy Roman Empire' was a fairly artificial creation, but throughout its existence it centred around what became Germany between AD 800 and the AD 1650. Basically it was a title 'added onto' a local ruler by the Pope in order to further the interests of both the ruler in question and the Papal States in Italy. From the mid 1200's the position settled onto the Habsburg dynasty.
At the time of its establishment Spain was under the control of Islam, and would so remain (in part) for another six hundred years Between 1516 and 1700 the Habsburgs had control of Spain, and it was for a while the centre of Habsburg power (and of the Holy Roman Empire). Essentially though, the rest of Europe was uncomfortable with the Habsburgs having control of Central Europe and Spain, and a series of wars were fought to limit Habsburg power.
Britain was never European to the extent that it would pay attention to a purely European creation, however when Mary I married Phillip II of Spain they reigned as co-regents of England. In so much as Phillip was a Habsburg, England was between 1554 and 1558 associated with the Holy Roman Empire, although Phillip never bore that title. Phillip's father (Charles V Holy Roman Emperor) passed the title back to the German side of the family rather than passing it on to his Spanish son.
