What flag is this? White background with a single red stripe?
My neighbour had this flag raised the other day. White background with a single red horizontal stripe throught the middle. Any ideas?

It's a rather obscure flag, though, being the departmental (state/provincial, more or less) flag of a relatively tiny area in the north of Colombia. Given that, and the extreme simplicity of the design, I'd say, unless your neighbor has some sort of tie to Colombia, it's probably a different flag, such as an organization or sports team (as already suggested).
