What the heck does it mean when somebody sticks a shirt/cloth in car window/door?

I must have missed the day in school when they taught this...when somebody sticks a shirt or a washcloth in the door or window of a car along the side of the road - what does that mean - just that they're coming back? Are they saying "please don't tow away my car?" And then...how did the universal meaning of this symbol spread? Does anybody know?

A white flag in the driver's side window usually says "My car is broke down, help!"
