I'm going to university orientation next week.
I got this pretty layered skirt (with tulle/lace etc.) except it's a bit too short. If I wear shorts underneath (so it's still hidden beneath the skirt) does it still give a slutty impression?
I just have this feeling people are going to think I'm gonna flash when I go up the stairs or something.
It seems like wearing extremely short shorts isn't slutty and rather practical/convenient. But why not skirts?
well i wouldn't judge you for it, personally. if the skirt is cute and looks fab on you, go ahead and feel proud 
the only thing, as you say, you're going to university orientation next week... i don't know how is there but if i were you i would go simple naturally in the first day just to see if people there are "short minded" so you can feel comfortable wearing it then. Or ask a friend who can see it, what she thinks.
other way is wearing opaque leggings under your skirt...
