like is it possible that if u had a real ugly cotton shirt to physically rip it a part into tiny cotton fibers and remake it into cotton string put it on a loom and make actual strips of fabric
Yes, though it was more commonly done with wool... that fabric was called "shoddy", and it wasn't of good quality. The process is of turning rags back to fiber is called garnetting.http://www.patentstorm.us/patents/5369861/description.html
The more common use of reclaimed cotton fibers was for paper making (rag paper, a very high quality product).
Probably a better use for your ugly cotton shirt would be to use it for making a rag rug or quilt; in either case, after the rug or quilt was too worn to be useful, it could then be garnetted.
