How does a dessert table work at weddings?
Is the dessert table brought out before, after, or during the time the cake is served?
And how exactly is it presented to the guests? Does the dessert table sit out all night and the guests just aren't allowed to touch it until after dinner time? Or is it taken out at after dinner? If so, are the desserts brought out one by one and set on the table so the guests have to wait until it is entirely set up? Or are the desserts already set on the table and the table is carried out with the desserts already on it? How does it all work?

The dessert table is generally self-service.
Its usually set up later in the evening after the cake is served. Wedding cake and other desserts are often on it (pie, cheesecake, mousse, jello-s, fresh fruit, etc).
Guests just go up to it at their leisure and pick something.
Servers can also serve by walking around offering various desserts to guests, usually they will have several on their tray.
